The funds from the National Reconstruction Plan undoubtedly represent an opportunity for significant development in many areas, including green energy, which remains one of the top priorities of EU and national policy. The development of RES requires a truly sizable outlay and even huge investments, an opportunity not only to move away from traditional fuels to clean energy, but also to boost the economy. Work is currently underway to amend the National Reconstruction Plan. Among them, offshore projects occupy an important place.
Fund for offshore wind energy
Approximately 26 billion euros have been allocated for energy-related activities in the National Reconstruction Plan. The disbursement of these funds will be linked to the creation of special funds, particularly the Energy Support Fund and the Offshore Wind Energy Fund. Their operation will be handled by the Bank Gospodarstwa Krajowego. A fund dedicated to offshore wind is to be injected with €4.8 billion.
These funds, on market terms, will be available for the construction of: installations and foundations for offshore wind farms; wind turbines; internal cables; offshore transformer stations; and export cable. It is worth remembering that the Offshore Wind Energy Fund will not be able to cover the cost of onshore works necessary for the use of a wind farm. In any case, according to plans, by the end of the second quarter of 2025, 40 percent of the funds from this Fund are already expected to be contracted.
Energy Support Fund – what will it be used for?
Much larger funds – as much as €17 billion – will most likely go into the Energy Support Fund. The fund is to focus on investments in power grids and energy storage facilities, i.e. projects that are key to the situation on the Polish power market. As is well known, it is the poor condition of the grid and the relatively small investments in technologies allowing green energy storage that are largely responsible for the inefficient use of RES. Finally, the – increasingly frequent – necessity to disconnect green sources from the grid means simply wasting the huge potential inherent in RES.
