An amendment to the Law on Promoting Electricity Generation in Offshore Wind Farms.
The Ministry of Climate and Environment has drafted an amendment to the law, which introduces significant changes to make investment in offshore wind farms more dynamic.
Key issues
Key issues included in the draft include changes to the auction system, new rules for covering the negative balance in the case of market-based redispatch of an offshore wind farm, and facilitating the sale of energy during the commissioning period of an offshore wind farm.
Purpose of the project
The project aims to create conditions to accelerate and streamline the implementation of offshore wind investments, including changes to the auction support system and the rules for sharing power output by more than one wind farm.
Implementation of REDIII directive requirements
The amendment also aims to implement the requirements of Articles 15b and 15c of the REDIII Directive, which relate to the mapping of areas necessary for national contributions to the overall EU goal and the establishment of so-called “accelerated RES development areas.
Basic assumptions
The basic assumption of the project is the creation of conditions that will allow for the dynamization of investments in offshore wind farms. The authors of the project want to streamline the entire investment process related to the construction of offshore wind farms, which will contribute to the broad development of the renewable energy sector in Poland.
